Toto was expanding its production facilities abroad and was doing business in France, Germany, Indonesia, Korea, Taiwan, Thailand and the People's Republic of China. Line-up

Turn Back, the band's third studio album is an attempt to return to the classic sextet structure, and it was a more consistent, more powerful effort that had a more grittier edge. The more edgier sound of Turn Back reflected the growth of the band. Drummer Bobby Kimball's increased proficiency was evident in the vocals of Joseph Williams, who had grown more confident and mature. Keyboardist David Paich's work also was more refined, sharper, and less derivative than earlier performances.

After touring to promote the album, the group recorded a live performance in Amsterdam which was released as a set of two CDs titled Falling In Between Live on Eagle Records. The group released their new studio album a few months later, and went on a world tour to support the album. During this period keyboardist Greg Phillinganes replaced Paich and bassist David Hungate quit the group to spend time with his family.

In 1998, Paich & Lukather began exploring old tapes and demos to discover songs that had never been recorded before. It was completed as a double album titled Then & Now in 2001. It was the first album by the band that did not include one single track with the word "A" in the title, and it also contained one previously unreleased track, "Kari-Anne".

By 2003, Toto had begun to decline in popularity.
